Changing faces of Adult Literacy, Numeracy and ESOL: Using Deliberative Policy Analysis

The seminar draws upon a research project funded by the ESRC (R000239387) entitled Changing Faces, a History of Adult Literacy, Numeracy and ESOL 1970 - 2000, conducted from 2001 - 2004. A total of 200 interviews were undertaken with practitioners and adult learners, from four case study regions in England. Documentary evidence and an archive of materials were collated, and from this, a series of timelines were created which chart the development of adult literacy, numeracy and ESOL (ALNE), over thirty years.

The seminar addresses key themes arising from the data which have been analysed using a deliberative policy analysis framework (Hajer and Wagenaar, 2003). The issues emerging from the research continue to challenge ALNE in the current Skills for Life Strategy. One issue concerns the debates around the accreditation of learning for adults developing their basic skills and the way in which the accreditation imperative can influence and even direct the curriculum and pedagogy.

Speaker: Yvonne Hillier:
Yvonne has just taken up a new position as Professor of Education at the University of Brighton. She was formerly at City University, London. Yvonne has an extensive teaching and tutoring background. Her research on the Changing Faces project was completed with Mary Hamilton (Lancaster) and other colleagues in the UK. Yvonne has published many works, one of the most recent being "Empowering Researchers in Further Education". She also holds many other professional positions in associated fields of education and training: she supervises post graduate students and consults, advises and referees for journals.
