Monash University Faculty of EducationQualifications Frameworks and Learning: Seminar22 May 2002 Seminar with Jack Keating on Wednesday, 22 May 2002 Clayton Campus English speaking countries have invested heavily in qualifications frameworks over the past decade. New Zealand, Australia, South Africa, England and Wales, Scotland and now Ireland have all developed or are developing frameworks. More recently other countries such as the Netherlands, Spain and Mexico have shown an interest in qualifications frameworks. The paper will explore the genesis of these frameworks and the outcome that countries expect from them. It will conclude with a consideration of the Australian Qualifications Framework and its effectiveness as a means of achieving similar outcomes. Jack Keating is Associate Professor of Education and Training at RMIT University. He has been a ministerial advisor, and was the executive officer for the Kirby Report. Recently he worked for the OECD, managing their activity on the "the role of national qualifications systems in promoting lifelong learning".
